do so. Since New York’s seat belt laws went into effect, over 1,500 unbelted rear seat occupants age 16 and over were killed in crashes. New York drivers support extending the seat belt law requirements to adults in the back seat with 69 percent of our survey respondents stating they strongly or somewhat support such a law. AAA New York State will continue to advocate for a seat- belt law that includes adult rear seat passengers.
Update the Car Seat Law
The American Academy of Pediatrics (AAP) recommends that infants and toddlers ride in a rear-facing car seat until they are two years of age or until they reach the highest weight and height allowed by the car seat manufacturer. New York law requires children under four years old to be restrained in a car seat (or booster seat if the child weighs more than 40 pounds), but does not specify whether the seat should be rear or forward facing. Accordingly, AAA supports revising New York’s car seat law to match the AAP’s standard and enhance the safety of the youngest motor vehicle occupants. New York drivers support this change with 63 percent of survey respondents either strongly or somewhat supportive.
Infrastructure
AAA is intensely concerned with the quality of New York’s roads and bridges. The citizens of this state deserve infrastructure in good condition, with quality repairs that promote economic growth. Drivers in the AAA survey are also concerned about the quality of their roads with 66 percent rating roads as fair, poor
or very poor. AAA supports continued investment in Department of Transportation’s Capital Plan and in local road systems, both for state-of-good-repair projects and major reconstruction expansion.
These are just three of the core issues where AAA advocates on behalf of all motorists. AAA is also working to remove loopholes in impaired driving laws and supporting a measure that would prohibit texting at red lights. In 2017, AAA New York State’s legislative priorities include requiring all vehicle occupants to wear safety belts, updating New York’s car seat law and infrastructure investment. Here is a closer look at each of these issues and survey data which provides the basis for AAA’s position.
Require Seat Belts for Adult Rear-seat Passengers
