After the horrific events on 9/11, 2001, Congress passed the REAL ID Act in 2005 to prevent terrorists from obtaining U.S. state IDs. The ruling set security standards for the issuance of sources of identification, such as driver's licenses, that are
to be enforced by the Department of Homeland Security (DHS).
Due to the passage of Pennsylvania’s Act 38 of 2012 (REAL ID Nonparticipation Act) by the PA General Assembly, the PA Governor and PennDOT are barred from participating in the REAL ID
Act. However, DHS granted PA a limited extension on January 12, 2017 after Gov. Tom Wolf and legislative leaders committed by letter to make needed fixes in state law to come into compliance with the federal program.
Here is a list of important dates for PA residents:
• June 7, 2017: As a non-compliant state, PA
was granted an extension until June 6, 2017
which allows residents to use the current state
ID for domestic air travel until January 22,
2018. However, starting on June 7, 2017 PA residents will need an authorized ID to access federal buildings, nuclear power plants and military bases, unless another extension is granted by DHS.
• January 22, 2018: Pennsylvania must receive another extension or offer a REAL ID to be able
to use their PA licenses for domestic flights. If
PA does not receive another extension or offer a REAL ID, 2018 travelers should be prepared with a federally-approved form of identification.
• October 1, 2020: Every air traveler, no exception, will need to present a REAL ID or another form of ID for domestic travel.
Other acceptable DHS approved IDs include:
• Driver’s licenses or photo identity cards issued by an authorized state Department of Motor Vehicles (Non-PA)
• U.S. passport
• U.S. passport card
• DHS trusted traveler cards (Global Entry, NEXUS,
SENTRI, FAST)
• U.S. military ID (active duty or retired military
and their dependents, and DoD civilians)
• Permanent resident card
• Border crossing card
• DHS-designated enhanced driver’s license
• Airline or airport-issued ID (if issued under a
TSA-approved security plan)
• Federally recognized, tribal-issued photo ID
• HSPD-12 PIV card
• Foreign government-issued passport
• Canadian provincial driver’s license or Indian and
Northern Affairs Canada card
• Transportation worker identification credential
• U.S. Citizenship and Immigration Services
Employment Authorization Card (I-766)
• U.S. Merchant Mariner Credential
If you are planning to fly on or after January
22, 2018, AAA recommends that you obtain an alternate identification to prevent interruptions in your trip. AAA also warns that travelers should allow for extra processing time for U.S. passports and
U.S. passport cards, as this may cause an increased demand. If you have questions about the REAL ID, please contact a travel agent. You can also go to tsa.gov for more information.
